Government of Harrawi
The government of Harrawi is almost always composed of several parties. Since most of the parties are linked to the clans of Harrawi, the seat division in parliament shows only little variation after each election. After 2002, the two largest parties have been OID and IAA, and each of them has a good chance of ending up in a government coalition.
Background
Before the revolution of 2002, politics were dominated for a large part by the Isb Rashyaa (Royal Party), which favoured the rule of the sultans and did in fact exactly as the sultans said. The Isb Rashyaa was not affiliated to any clan, but made up of several key figures from the country's politics, military and public life, with the pure intention to diminish the power of the clans. Despite this, they rarely had an absolute majority in parliament and were forced to form coalitions with other parties, but parliament nor the government did have much power anyway, so the other parties achieved little to change the rule of the sultans. When the monarchy came to an end, most of the less prominent members of the Isb Rashyaa returned to their original clans, while the more powerful ones were arrested or killed during the revolution. Some of them are still in prison.
Since 2002, political parties were almost all dominated by the clans, although some minor non-aligned parties have obtained a couple of seats.
Governments
Since 2003, there have been five parliamentary elections:
- 21 March 2003, resulting in the First Legislature of the Democratic Republic of Harrawi, which had three governments;
- 23 March 2007, resulting in the Second Legislature of the Democratic Republic of Harrawi, which had two governments;
- 25 March 2011, resulting in the Third Legislature of the Democratic Republic of Harrawi, which had two governments;
- 20 March 2015, resulting in the Fourth Legislature of the Democratic Republic of Harrawi, which had one government;
- 15 March 2019, resulting in the Fifth Legislature of the Democratic Republic of Harrawi, the first government of which was sworn in on 10 April 2019.
