Background

After the last elections, then incumbent prime minister Başkim Arhali managed to form a new coalition of PD (republicans), V-ĢP (liberals), MV (centre-liberals) and PA (agrarian party), despite the fact that the PD was no longer the largest party in the parliament. In early 2013, shortly after an internal government shake-up, the V-ĢP decided to leave the coalition. Although most people expected early elections, V-ĢP leader Luçia Apavia managed to form a new coalition of her party, the MV, the monarchist MS and the irtiazist IP'02, with a mandate to rule until the next regular elections.

Parties and results

Electoral system and agenda

The elections were called on 16 September 2013. The deadline for parties or individuals to register to participate in these elections, is 1 November 2013. It is possible to register as a party, without the possibility to elect individual candidates within that party, or as individual without party affiliation. The disadvantage of the latter would be, that an individual can only take one seat, so excess votes, if any, will be divided among other parties or individuals. In the political history of modern Voskia, individuals managed to gain seats like this only two times before.

There is an election threshold of 3%. It is however allowed to form electoral alliances.

Leaders and prime minister candidates

In principle, party leaders will be the candidates for the office of prime minister, if their parties manage to become the largest coalition party. Pāvus Luva (IP'02) has however announced his candidacy for the presidential elections, so his party will likely put forward another candidate prime minister. The same may apply for other party leaders.

The following parties have confirmed that they will register to participate in the election.

Electoral Alliances

Parties may join in electoral alliances in order to get in to parliament despite the 3% threshold. During the last elections, KE and Katedrā formed an alliance, but together got only 0.9% of the popular vote. The Communist Party (KP) and the Union of Socialist Agrarians (SAA) did manage to get in parliament, as did the Centre-Liberals (MV) and the Agrarian Party (PA). A few months ago it was however announced that the MV won't form a new alliance with the PA for the next elections.
