Rules and Procedures of the Exumbran Convention

These are additional rules for participants of the Exumbra project with regards to the Exumbran Convention.


Section 1: General rules and procedures

Section 2: The Council of Heads of State and Government (CHSG)

Section 3: The Parliament of the Exumbran Convention (PEC)

  1. The main geofictional rules can be found here: PEC procedures and regulations.
  2. At their convenience, participants start PEC discussions before the actual date of convention.
  3. Faction 'meetings' are held in the parliament session forum thread one by one, in the order from least to most seats (with order of listing on the parliament page as tiebreaker). These meetings represent both the first and second faction meetings; there is no representation of the general assemblies.
  4. In these faction 'meetings', votes of the faction members are also counted, and it is determined whether the faction finds the issue important enough to consider sanctions against faction members not voting in line with the faction decision.
  5. In case a participant does not take part in the online faction meeting and does not specify his/her countries' faction members' votes, then these vote conforming the faction decision. In case this concerns all faction members, then other participants decide what would be the most likely faction decision for that faction, and they vote accordingly.

Section 4: The Permanent Preparational Office (PPO) and Council (PPC)

Section 5: The Exumbran Scientific Commission (ESC)

  1. Participants are expected to maximize the points of their grant/subsidy requests (unless they want them to be rejected).
  2. If the request has at least 4 points and is for an amount of less than 3 million US$, then the participant can just assume it to be granted. In that case, the participant adds it to the list of ESC projects for the relevant period on the ESC page.
  3. Anything else is discussed first in the ESC thread in the Exumbra Forum.

Section 6: The Exumbran Development Commission (EDC)

  1. Participants are expected to maximize the points of their grant/subsidy requests (unless they want them to be rejected).
  2. If the requesting country receives less than half of its Target Share of Funds (TSF) in the relevant period, and the request has at least 5 points and is for an amount of less than 10 million US$, then the participant can just assume it to be granted. In that case, the participant adds it to the list of EDC projects for the relevant period on the EDC page.
  3. Anything else is discussed first in the EDC thread in the Exumbra Forum.

Section 7: The Exumbran Integration Commission (EIC)

  1. If a request is for an amount of less than 0.5 million US$, obviously fits the purpose of EIC, and EIC did not spend more than two-thirds of its budget for the relevant period yet, then the participant can just assume it to be granted. In that case, the participant adds it to the list of EIC projects for the relevant period on the EIC page.
  2. Anything else is discussed first in the EIC thread in the Exumbra Forum.
