Exumbran Council Meeting of July 25, 2013

On 25 July 2013, the first regular Exumbran Council Meeting was held in Lindavista, the capital of Chimor. Five proposals were on the agenda, and all these proposals were approved by the Council.


Adzhatia: prime minister mr. Eigĕń HAMEEN and foreign minister ms. Astrid KŬĆMA (f);
Chimor: president María MORILLO VARGAS (f) and foreign minister Alejandra ROMERO ALICANTE (f);
Dhram Phá: secretary of foreign affairs NUÂ Lau and special secretary of international cooperation LIÂŊ Xuô-Xuô (f);
Harrawi: prime minister mr. Ashon PARY and foreign minister ms. Muwat SHONSHUU Yusuuf (f);
Huenan: president MOU Siun-en and foreign minister E Rən-fu;
Khusqaikama: prime minister CIMADA Erittisĭari and foreign minister KÄR Nanamexyyry (f);
Kpwahele & Nɣurumba: president Muhanda-Ngene KƔAMU and minister of development Hasemula MAGEMBE ;
Kronenburg: prime minister mr. Hans DANKERT and foreign minister mr. Mathias SCHYDTZ;
New Courland: prime minister mr. Luis LAVALLEJA and foreign minister ms. Sandra THURSTAN-GREENVALD (f).


Regarding the adoption or rejection of proposals, article 9 of the treaty indicates: All proposed Council Regulations, Council Directives, Council Decisions, Council Recommendations, and other kinds of proposed acts and legislation by the Council of Heads of State and Government are adopted by triple two-thirds majority, meaning that the proposal is accepted if the favorable votes by their heads of state or government represent at least two-thirds of the member states, two-thirds of the total population of the member states of the Exumbran Convention, and two-thirds of the non-voluntary financial contributions to the Convention.

This means that no proposal can be accepted without approval of Kronenburg and Chimor (together two thirds in both categories, and both larger than one third in one category). Therefore, any proposal is rejected if:

  • Kronenburg votes against,
  • Chimor votes against, and/or
  • less than 6 countries vote in favour,

and is accepted otherwise.
