The Agreement on Transitional Measures and Procedures of the Exumbran Convention (ATMPEC) is integral part of the Treaty of the Exumbran Convention and went into force with that treaty.


Offices

The (main) Office of the Exumbran Convention shall be located in Kronenburg.

The office of the Executive Committee of the Exumbran Scientific Commission (ESC) shall be located in Khusqaikama.

The office of the Executive Committee of the Exumbran Development Commission (EDC) shall be located in Huenan.

The office of the Executive Committee of the Exumbran Integration Commission (EIC) shall be located in the main Office in Kronenburg.

The Exumbran Social Investment Bank (ESIB) shall be located in Harrawi.

The Exumbran Institute of Advanced Studies (EIAS) shall be located in Khusqaikama.

The Coordinating office of the Exumbran Institutes of Development and Industry (EIDI) shall be located in Huenan.

Appointments

Oliver Murtogg (from New Courland) shall be transitional Secretary General, and Carlos Sifuentes Herrera (from Chimor) shall be transitional Vice-Secretary General, until the end of the first meeting of the Council of Heads of State and Government.

Santiago Roma Gómez (from Chimor) shall be transitional Chief Executive of the Exumbran Social Investment Bank (ESIB), until the first Council meeting in which he can be reappointed according to the appropriate procedures.

The 63 people mentioned in the appendix to this Agreement are appointed to the following positions

All transitional officials are appointed until the first Council meeting in which they can be reappointed according to the appropriate procedures.

Procedures after entry into force

Each member state shall appoint its Permanent Representative within four weeks after the Treaty of the Exumbran Convention goes into force.

The Permanent Preparational Council shall meet five weeks after the Treaty of the Exumbran Convention goes into effect to decide on all urgent matters.

Each member state shall elect its Members of the Exumbran Parliament within six weeks after the Treaty of the Exumbran Convention goes into force.

The members of the Exumbran parliament will meet in virtual conference within eight weeks after the Treaty of the Exumbran Convention goes into force to elect a procedural committee. The procedural committee will draft a proposal for the procedures of the Parliament. Within five months after entry into force, the parliament will meet again in conference or virtual conference to decide on the proposed procedures (whether this second conference shall be virtual is to be decided in the first (virtual) conference).

Parliamentary Elections

(In addition to what is stated in the treaty.)

In case two or more factions or parties are tied for a surplus seat (meaning that they have exactly equal remainders), then if one and only one of them has no automatic seats, that faction/party gets the surplus seat. In all other cases, it goes to the faction/party that gained most votes in last parliamentary elections in that country.
